Patrick Vieira says that England's failures at major tournaments cannot be blamed on the amount of foreign talent plying their trade in the Premier League.
The ex-France midfielder, who is now Manchester City's elite development squad coach, said: "I believe the game has changed and if the game has changed that means we need to change our methods.
"The problem is deeper than just saying there are too many foreigners.
"The methods in England haven't changed as much as the game has changed."
Football Association chairman Greg Dyke recently stated that the national side needed more Englishmen playing regularly in the top flight.
The number of English players under the age of 21 in the Premier League dropped to its lowest level last season.
And only 25 of the 137 transfers made during the summer window were English.
But Premier League clubs have vowed to back the new FA commission which will be set up to try to boost the number of English players in the top flight.
The 20 club chairmen met Dyke to thrash out the details of the new body - and it was agreed clubs, the Premier League's board and leading officials would all contribute to its work.
